About UHA

The Housing Authority of the City of Upland was founded on August 8, 1940, by a resolution of the Upland City Council. The Council Resolution declared the need for a Housing Authority in the City of Upland and appointed the first five-member Board of Commissioners. Construction of the Los Olivos project, a Conventional “Public” Housing project, began in 1942 and opened its doors in September of 1943. In July of 1976 UHA began administering a Section 8 Rental Assistance program.

Upland Housing Authority administers the Conventional Housing and Section 8 programs to the public, addressing the need for affordable housing for low and moderate income individuals and families in the Upland area.

The 2012 Annual Plan for the Housing Authority of the City of Upland is available for review.

The plan includes proposed revisions to the Housing Choice Voucher (Section 8) program Administrative Plan and the Public Housing Admissions and Continued Occupancy Policy (ACOP).  The Administrative Plan establishes the policies that govern UHA's Section 8 program.  The ACOP establishes the policies that govern UHA's Public Housing Program.  Both documents are supporting documents to UHA's Annual Plan.  Click on the document name below to review the proposed revisions.

The 2012 Annual Plan and revisions to the Section 8 Administrative Plan and Public Housing ACOP were approved by the UHA Board of Commissioners at the regular meeting on Monday, January 9, 2012.  The revisions to the Section 8 Administrative Plan and Public Housing ACOP became effective on April 1, 2012.
