Located in Upland’s downtown area, this beautiful, 130-unit
gated apartment community provides affordable housing to seniors
aged 62 and older. 85% of the units are priced to meet the needs
of low and very low-income seniors (at or below 60% of median
income; see
Income Limits).
15% of the units are rented at market rate to meet the housing
needs of moderate-income seniors in the community.
The housing community is located less than 1/2-mile from
Upland’s town center, as well as Upland City Offices, the City’s
main fire station, banks, churches, clothing stores, hair
salons, gift shops and boutiques. A Farmer’s Market is held on
Second Avenue, one block from the housing community, on Thursday
evenings. A regional shopping center and a major hospital are
accessible via a five-minute car, shuttle, or bus ride. The
housing community is also located two blocks from the Metrolink
station.
The City of Upland’s George Gibson Senior Center is located
adjacent to the housing community. Administered by the City’s
recreation department, this modern facility provides a variety
of services to the senior citizens of the community, including
recreational activities, meals, and health services.
Eligibility
To qualify for a unit at Coy D. Estes Senior Housing you must be
62 years of age or older, and meet both the minimum and maximum
income limits for the unit size and type you are applying for.

criminal and credit history prior to being offered a unit.
Waiting List
Because the demand for affordable senior housing assistance
exceeds the limited resources available to Coy D. Estes Senior
Housing, CDE Senior Housing maintains a waiting list for the
program. Long waiting periods are common. In fact, CDE Senior
Housing closes its waiting list when there are more families on
the list than can be assisted in the near future. At this time
the waiting period is approximately one to three years,
depending on the type of unit applied for. The waiting list is

Application Process
During the application process Coy D. Estes Senior Housing
collects information about household composition, income and
assets. This information is used to determine pre-eligibility
and the type of unit the family qualifies for. The family will
then be placed on the waiting list. When the family’s name is
reached on the waiting list CDE Senior Housing will contact the
family. The family will then be required to complete a more
detailed application. All information provided by the family
will be verified with other local agencies, employers and banks.
Leasing
Once the family’s income and assets have been verified and the
family has been determined eligible for a unit, a unit will be
offered. If the family accepts the unit they will be required to
sign a one-year lease. A security deposit may be required. The
lease will describe the family’s responsibilities as a tenant
and CDE Senior Housing’s responsibilities as landlord.
