Program (Section 8) Participants and Landlords:
The Upland Housing Authority
has been working diligently with HUD and members of Congress in the past
few weeks to overcome challenges associated with funding reductions
primarily resulting from Sequestration cuts. I am pleased to
report that current funding matters have been resolved, and Housing
Assistance Payments (HAP) for the remainder of the calendar year are
scheduled to be paid on November 4, 2013, and December 4, 2013,

the UHA offices. Current Section 8 and Public Housing participants can schedule an appointment by phone, by
e-mail, or by submitting a “Request For Appointment”.
Paperwork can be
mailed in or dropped off during business hours.
A drop-box is
available in the UHA lobby. Please note: you will not be able to see your worker
when dropping off paperwork unless you have an appointment.

Public Comments Invited:
UHA's proposed 2014 Annual Plan and proposed changes to the
Section 8 and Public Housing program policies are now available
to review the proposed Annual Plan and policy changes.
The Annual Plan and
policy changes will be voted on by the UHA Board of
Commissioners at the January 13, 2014, meeting of the Board.
A public hearing regarding the Annual Plan and policy changes
will also be held at that meeting. Members of the public,
current program participants, and landlords are encouraged to
attend the public hearing and share their comments. Public
comments can also be submitted in writing using the public
comment form found
UHA's Section 8 Waiting List Will Open February 3 -
February 17, 2014, for Households that Live or Work in the City of
Please note that
the dates have changed. The waiting list will not
open from October 1 to October 15, 2013. Pre-applications
will not be available before February 3, 2014.
The opening has been postponed in order to allow applicants to
apply for the waiting list online. This change will make
the application process easier and more accessible to families
interested in applying for Section 8 assistance.
UHA will begin
accepting pre-applications for the Section 8 program from
households that live or work in the city of Upland ONLY from
February 3 to February 17, 2014. More information about
who may apply and how to submit an application will be announced
on this website and in the Inland Valley Daily Bulletin
newspaper in January of 2014.

other cities and do not work in the city of Upland.
